St. Albert Public Library CEO says Bill 28 would come with redesign costs
SAPL's CEO Laura Winton spoke with the St Albert Gazette's Tristan Oram about how new provincial legislation could mean costly redesigns, added staffing, and ongoing operational expenses for local libraries—costs likely borne by municipalities and taxpayers.
"The minister keeps referencing putting materials behind the counter. That would include significant retrofitting for us. If you're familiar with our Jensen Lakes location, there's no space behind the counter. It's just a desk in the middle of the floor," Winton said. Read the article here.
Alberta Bill 28: What It Means for St. Albert Public Library
St. Albert Public Library (SAPL) is committed to keeping our community informed about issues that affect public library services, access to information, and local decision-making. Alberta’s Bill 28, introduced in April 2026, proposes changes to the Libraries Act that could significantly affect how public libraries across the province operate. SAPL is a member of the Coalition of Alberta Public Libraries (CAP Libraries) and is working alongside libraries across Alberta to understand the proposed legislation, share sector expertise, and advocate for practical, community-based outcomes. Read more about Bill 28 and CAP Libraries here.

Cashless at Jensen Lakes Library Service Desk
We've made changes to how you pay at the Jensen Lakes Library service desk. As of March 1, we are only accepting debit or credit (Amex, MC, Visa). Printing/photocopying services continue with coin operated machines. The printer payment machine will give coin change. (It does accept bills but it won't give bills back). Services at the Downtown Library will remain unchanged. Thank you for your understanding.
